I have the honour to inform you that at a confer-
-ence which I had with Mr. Young Riddell, Mr. Clementi, the Acting Colonial Secretary, and Mr. Hallifax, the Acting Registrar-General, on the 19th. March the terms of the British North Borneo Labour Contracts for both Rubber and Tobacco were finally settled, and I enclose six copies of each for your information.

Clauses V, XVIII and XIX are particularly favour- -able to the employ labourer, but I am sure that the existence of these provisions will tend to make recruiting for British North Borneo popular and that when they become known there should be no difficulty in maintaining a regular supply of labourers many of whom it is to be hoped will settle permanently in the country.

I was very pleased to receive your telegram of the 21st. March conveying the news of the inauguration of the Legislative Council. I conveyed to you on the following day the congratulations of this Government and I have requested His Majesty's Consul-General at Canton to communicate the intelligence to the Authorities there if he should consider it expedient.
